Hawes: as government sheds commitments, ‘we are going to provide for ourselves’

As large-scale cuts in public expenditure began to ‘bite’, the 2010 Conservative manifesto presented the Big Society as its flagship policy, later endorsed by the Conservative–Liberal Democrat coalition. The Big Society Network was formed, owned by The Society Network Foundation charity. It had £2 million from the National Lottery and public-sector grants. However in July 2014, the Charity Commission investigated alleged misuse of funds by the network; it went into administration and was wound up. David Cameron did not use the term in public after 2013 and the phrase ceased to be used in government statements.

Years earlier the people of Hawes in the Yorkshire Dales were realising this vision, because, as John Blackie, a district and county councillor explained: “Here we say (to government), ‘If you aren’t going to provide for us, we are going to provide for ourselves’”.

Necessity has been the mother of invention.

Hawes: 1137 population, 683 dwellings

The Wensleydale line and Hawes railway station had closed in 1959. Then both police houses closed. Last year one of the town’s two banks left, leaving Hawes with a single branch open three days a week. “One of the big issues here is that we are losing young families; if we lose services we lose families,” Mr Blackie said. Four local schools in the Upper Dales are only half full, he added.

In 1992, Dairy Crest, its biggest employer, sold the Wensleydale Creamery, featured in the 1989 Wallace & Gromit film: ‘A Grand Day Out’.

Four of the creamery’s managers and a local businessman bought the enterprise and revived it. More than 200 people now work there and it produces 4,000 tonnes of cheese a year.

Since then the business has gone from strength to strength and a new dairy was built there in 2014.

In 1997, the community opened the Upper Wensleydale Community Partnership, in a place where people could get access to council services and pay rents and rates five days a week. Before this, a council clerk visited Hawes one day each week.

Over the years they began to run their library, post office and police station. The police moved in, using a room in the community centre which moved to a new site in 2005, bringing the library with them and opening it five days a week instead of two. These local services would have shut down if locals hadn’t volunteered to run them ‘on their own terms’. The town has a retained Fire Station, crewed by firefighters who provide on-call cover from home or their place of work.

After years of dwindling bus services the community launched its own Little White Bus in 2011 to meet the trains at Garsdale station seven miles away. Today they have a fleet of 10 minibuses that rely on 53 volunteer drivers and nine part-time staff, ferrying 65,000 passengers a year. They also have a Land Rover to take children from the most remote farms to and from school.

After the village was hit by Post Office cutbacks, the Northern Echo reported in 2014 that the Upper Wensleydale Community Partnership had voted to run a post office at the Community Office, a sorting office in the town’s business park and outreach services in Askrigg and Bainbridge. The move followed the retirement of Hawes postmaster whose departure left residents facing a 17-mile drive to the nearest post office. Councillor Blackie said he would also aim to relaunch post office services in some of the 11 villages where sub-post offices had closed over the past 17 years.

Their latest enterprise (October 2017) is taking a three-year lease of the petrol station which was closing down. They hope to install a 24-hour self-service pump and an electric charging point and – one day – to buy the site, offering community shares. It is the first in the country to be run by its community, (part-time staff and volunteers) not for profit but to save local people from making a 36-mile round trip along narrow roads to the nearest filling station open full time. Hawes is so remote that they qualify for a government rebate of 5p per litre to keep the prices down.

Many readers will wish them well as, next year, the partnership plans to buy two plots of land to build affordable homes for rent in perpetuity . . .

and as the Wensleydale Railway Association plans to rebuild the railway from Northallerton to to join the Settle-Carlisle Railway at Garsdale, re-opening the station in Hawes.

Entrepreneurs want to tackle air pollution, easing pressure on congested roads and crowded public transport  

Adam Forrest reports that some entrepreneurs are realising the untapped potential of rivers in major cities. They envisage passenger vessels becoming a daily means of travel for residents. This would ease the pressure on congested roads and crowded public transport and help to tackle air pollution.

‘Water taxis are already plying in several British cities, including Glasgow, Spalding, Lancaster, Leeds and Manchester.

In London, MBNA Thames Clippers is building a service for daily commuters (above), using Transport for London’s system which allows Londoners to hop on and off boats by swiping their Oyster and contactless cards. It carried 4 million passengers in 2016.

Far lower emissions than road vehicles and aiming to reduce them still further

MBNA claims its retrofitted catamarans have cut particulate emissions by 50% and nitrogen oxide emissions by 40% – but the boats are still powered by diesel.

Forrest adds: “Boat operators face some major challenges. They have to be able to scale up their services to carry larger numbers of passengers, as well as trying to reduce the environmental impact of boats dependent on high-polluting diesel fuel”.

Change is on its way

  • In Hamburg, HADAG has added a hybrid-powered ferry to its fleet crossing the Elbe river, using both diesel and electric power sources.
  • In Southampton, a company called REAPsystems has developed a hybrid system for water taxi boats, one able to switch easily between a fuel engine and electric motor. The company will take their hybrid water taxi boat to Venice next year, where a hotel operator will run it on a passenger route through the canals and out to the airport throughout the summer.
  • A member of the Commercial Boat Operators Association, Antoon Van Coillie, intends to convert his large continental barges to hydrogen fuel.
  • A team at Birmingham University (Project Leader Professor Rex Harris) has constructed a hydrogen-powered canal boat, tried and tested, which is undergoing further modifications.

An all-electric taxi, releasing no emissions into the local environment

The 100% electric Dynamo taxi manufactured in Coventry has been created by Dynamo Motor Company – a division of ADV Manufacturing – in conjunction with Nissan. It was launched at the Private Hire & Taxi Exhibition at the MK Arena in Milton Keynes.

The vehicle, which the firm had spent several years developing, has been designed for use in towns and cities aiming to reduce their emissions levels. It will comply with Transport for London’s stringent operating requirements as well as new zero emission legislation coming into force in January 2018.

The five-seat Dynamo taxi, with full side wheelchair access, will have a range of 100 miles and can be re-charged in 30 minutes when using a Rapid Charge Post. As more of these are being installed throughout the country, its major cities and towns will be connected by charging hubs and drivers of electric vehicles will no longer need to make detailed plans for longer journeys.

Brendan O’Toole, chairman at Dynamo said “We’re at the start of the biggest change in the motoring world since the era of Henry Ford because most of us will be driving electric vehicles in the future. This is a pioneering new chapter in motoring and, if anything, driver selection of electric cars will continue to accelerate since they provide zero emissions for the environment which is important as we all continue to learn more about the damage to our health from pollution.”

The company plans to start selling the regional Dynamo taxi vehicle in the summer and is hoping the London version will be on sale in the autumn.

Ed: though electric vehicles emit no emissions into the local environment we must look forward to a day when they run on electricity generated by solar, wind, hydro and tidal installations. Coal and oil power stations release sulphur dioxide gas, which causes breathing problems and contributes to acid rain and carbon dioxide, which adds to the greenhouse effect and increases global warming. 

Solihull, Leeds and Manchester aim to reduce air pollution and ease traffic congestion

Employees at Blythe Valley Park in Solihull can now use a free shuttle bus from Solihull and Birmingham International to and around this business park. The colourful, eye-catching shuttle bus service is operated by Solihull-based transport service provider LandFlight, formerly known as Silverline. It runs 16 daily shuttles, each accommodating up to 60 people, between the park and the two rail stations.

Deborah Fennell, park manager at Blythe Valley Park, said: “This bus service not only helps us reduce our collective carbon footprint but also ensures that parking demands continue to be met without impacting on the space and facilities we can offer businesses. By providing complimentary and convenient connections between the park and nearby rail stations, we encourage visitors and employees at the park to use public transport for their commute.”

The owners of the park, IM Properties, introduced this service to encourage park employees to commute via public transport. Approximately 2,700 people working for the park’s 24 companies and more will come on as site continues to develop.

Canal or riverside business and industrial parks are able to take another measure to reduce air pollution and ease traffic congestion by extending the use of water buses for passengers, already operating in a number of cities (above), and larger vessels for bulky freight (below).

In Trafford Park which has transport links by road, rail, water and air, businessman Graham Dixon advocates using Manchester’s waterways rather than clogging up the road network with cargo. He has welcomed the first arrival – a 2300 tonne ship, RMS Duisburg, which brought two large silos from Germany, bound for a Manchester factory.

Dixon’s ultimate vision is for Esprit’s Trafford Docks which he has re-opened and refitted, to be busy once again, bringing bulk goods such as road salt, aggregates, grain and biomass via the Manchester Ship Canal into Manchester. This would remove many lorries from the surrounding roads, reducing congestion and pollution.

As he said: “If one ship brings 3000 tonnes of freight up the canal, that’s over 100 lorry journeys removed from the roads, requiring only the first and the final few miles to be carried by lorry instead of potentially hundreds of miles.”

graham-dixonFor two years Esprit Warehousing & Docks owned by Graham Dixon (left) has been refurbishing the derelict Trafford Park Docks site so that bulk goods such as road salt, aggregates, grain and biomass can be brought via the Manchester Ship Canal into Manchester, removing many lorries from the surrounding roads and reducing  congestion and pollution. The Esprit Trafford Park Docks can now handle vessels carrying oversized freight which is too large for normal transport by road. Esprit have also refurbished two warehouses on the site up to food-grade standard, so that freight can be stored at the docks, inside or outside, and gradually collected over a period of time.

In January the 2300 tonne ship ‘RMS Duisburg’ arrived at Trafford Park Docks, marking its re-opening after being closed for over 10 years. It brought two large silos from Germany, bound for a factory in Manchester.

The silos were collected from Rotterdam by RMS Duisburg, shipped around the south coast of England and arrived at Esprit’s Trafford Park Docks in Manchester where two large cranes quickly transferred to low loaders ready for the final four miles by road under police escort.

“Imagine the congestion these would have caused if they’d travelled by road from Hull or Liverpool. Freight back on the Manchester Ship Canal: surely this has to be the way forward?” 

Not only can goods be brought into Manchester, but those produced in Manchester can also now be shipped out via the Manchester Ship Canal. Equally freight doesn’t have to be international to use the canal. Esprit recently signed an agreement with Belgian company Blue Line Logistics who operate smaller barges on inland waterways. These can be used for moving palletised goods between the many berths up and down the ship canal, utilising their onboard cranes for lifting pallets directly onto and off the quayside.

In Belgium, many local authorities impose planning conditions requiring developers to bring their construction materials as near to the site as possible via the canals. The Manchester Ship Canal can now be used in this way, with Trafford Docks as the ideal location, leaving only the final few miles for road transport.

Graham Dixon adds: “Businesses need to start thinking ‘can our raw materials or finished goods be transported on the canal rather than by road?”

Antidotes were hard to find this week as one cheering message after another was debunked – only Positive News was buoyant

The message in so many headlines: “From January 1st this year, all Dutch electric trains are being powered by renewable energy – wind power. Not so, it is claimed: 100% wind power because it has a contract with various wind farms to produce enough energy to power its rail system, but this is just an accounting transaction. Only a small fraction of the power delivered to its trains actually comes from wind. 

global-fossil-fuel-subsidies-graphThen Jonathan Ford in the FT (former chairman of the Cameron generation of the Bullingdon Club, now responsible for writing and commissioning the FT’s editorials) argued that green jobs are not valuable because of public subsidy (How subsidy culture keeps Britain’s green industry in the black – leaving the uniformed or prejudiced reader to assume that fossil fuels receive no subsidy. Statistics for the UK are not readily available here – but the IMF reports that America is the world’s second biggest culprit overall, spending $669 billion this year—mostly by “post-tax” systems which fail to factor the costs of environmental damage into prices.

Leonie Greene, Head of External Affairs, Solar Trade Association replied in the FT that the UK subsidy is required only because the “polluter pays” principle has not been fully applied to fossil fuels.

She adds that despite the global market failure to tax carbon pollution, there are increasing parts of the world where solar and onshore wind compete with the cheapest fossil fuels even without subsidy or “polluter pays” taxes.

Cheaper batteries for domestic solar energy and grid-scale storage

As disturbing news piles up, so does news of the sort of positive developments covered on this site. Today’s post was going to be about the news that “as of the first of January this year, all public transport trains in the Netherlands are being powered by renewable energy” (wind) first brought to me by Futurism.

elon-muskThat subject is being set aside as it has been very widely covered in the MSM. So instead we turn to specific news about the work of Elon Musk (left), a co-founder of PayPal who is now chairman of Tesla Motors.

The FT reports that householders are starting to buy more battery storage systems as costs come down and consumer interest is rising in Tesla, the electric car company founded by Elon Musk, which is also making the Powerwall domestic battery.

“Tesla’s market entry has led to a surge of interest from the media and public alike in a way that rarely happens in the energy sector,” the UK Renewable Energy Association said in a report published earlier this week.

In February last year the Guardian reported that Mark Kerr became the first British owner of a Tesla Powerwall. Kerr and his family tend to be out at work and school when the sun is shining and the 16 solar panels on the roof of their home in Cardiff are producing power. The excess is fed into the grid and they make a return on it but they are not able to use the power from their panels.

However, from now on, energy produced but not used during the day will charge the Powerwall and provide them with the energy they need when they’re at home and their lights, music centres, computers, televisions and myriad other devices need feeding.

Jonathon Porritt – who recently wrote about the relatively low prices of solar tiles produced by Musk – gives a ‘wee glimpse’ into the transformative impact of cheaper storage technologies, on this video of a presentation by Tony Seba which focusses on their use in cars..

While cheaper battery storage offers potential benefits to renewable power stations and homeowners, industry analysts said that grid-scale storage could also produce large savings by reducing the need for new power stations and transmission lines.
